Office for Registry of movable guarantees working smoothly



Tegucigalpa.- A total of 30 registrations are being made on a daily basis by the staff working in the National Registry for Movable Guarantees of the Tegucigalpa Chamber of Commerce and Trade CCIT, entity in charge of the management and administration of movable guarantees registration

The National Registry for Movable Guarantees started to operate with the enforcement in January this year of the Movable Guarantees Law, published in the Official Gazette since January 2010, after its approval by the National Congress of the Republic in August 2009, thanks to the initiative and financial support of the Millennium Challenge Account - Honduras.

The different services provided by the Registry to the general public to the effect of registering or to apply for registry certificates, are conducted on a daily Schedule from eight in the morning through five in the afternoon; proceedings can be made either electronically or personally at the CCIT main offices; initially there are two people assisting the public but it is expected that the increasing number of registrations of movable properties will require of additional staff.

Nelson Del Cid, Chief Registrar of the Mercantile Registry of Francisco Morazán and also in charge of the CCIT Movable Guarantees Registry, reported that as of mid February, a total of 206 registrations have been made, most of them of vehicles and businesses inventories.

He also reported that a series of workshops addressed to Banks and companies are being conducted with the purpose of educating potential users on the benefit of the Movable Guarantees Law, “the registry is based on filling out nine simple forms for the user and the registry cost is of 200 lempiras notwithstanding the amount to be registered” he said.

“The CCIT participated actively in the development of the registry electronic system, in the writing of the Registry Regulations based on the Movable Guarantees Law, as well as in the preparation of the Registry Forms; because of its credibility as an institution, it was assigned the administration of the Registry” reported the Registrar.

The enforcement of the Movable Guarantees Law is a direct benefit for small farmers que have not been able to have Access to credit because of lack of financial support.

With this legal framework stimulating credit Access productivity will be increased creating better opportunities to farmers, individuals and small and middle enterprises.
